Katie Howard Wins NASDA James A. Graham Award

At its 2025 annual meeting, the National Association of State Departments of Agriculture (NASDA) honored employees and partners whose work has significantly advanced agriculture across the nation.

Three state agriculture department employees were recognized for their service, communication, and administration, while a partner organization was also celebrated for its contributions.

“Every year, we have the honor of celebrating the individuals whose dedication and innovation help advance agriculture in meaningful ways,” said NASDA President and Arkansas Secretary of Agriculture Wes Ward. “These awards reflect our deep appreciation for those who work wholeheartedly to support our communities, strengthen our food systems and secure a thriving future for agriculture.”

Among the recipients was Katie Howard, Deputy Commissioner of the New York State Department of Agriculture and Markets, who received the James A. Graham Award for Outstanding Service. This award highlights individuals who provide exceptional support to farmers and ranchers.

Howard joined the department five years ago as Special Counsel for Ethics, Risk and Compliance and became Deputy Commissioner in 2024. In her role, Howard oversees the Division of Food Safety and Inspection, Division of Milk Control and Dairy Services, and the New York State Food Laboratory.

Howard has been a driving force in New York’s proactive approach to highly pathogenic avian influenza. By leading surveillance and testing efforts in partnership with state and federal agencies, Howard has helped protect poultry, dairy herds, and public health.

Howard collaborative leadership has ensured New York remains unaffected by the disease, earning her high regard from colleagues, producers, and regulators statewide.

NASDA also presented the Public-Private Partnership Award to SAS, recognizing the organization’s impactful collaboration with state agriculture departments. This award honors partners who deliver programs and services with significant benefits at the state or national level.

Through these awards, NASDA continues to highlight the importance of service, leadership, and collaboration in building a resilient future for agriculture.
