Governor Hochul Marks 5 Years of Legal Cannabis Growth in NY

Governor Kathy Hochul highlighted the approaching five-year anniversary of the Marihuana Regulation and Taxation Act, the landmark legislation that legalized adult-use cannabis in New York and established the Office of Cannabis Management.

The law laid the groundwork for a regulated market focused on safety, equity, and economic opportunity. Since legal sales began, the state’s cannabis industry has generated $3.3 billion in retail revenue and grown to more than 600 licensed dispensaries, with Pure Blossom on Manhattan’s Upper West Side becoming the 600th licensed location.

“Five years ago, New York committed to building a cannabis market rooted in equity, safety, and opportunity and today, that commitment is delivering real results,” Governor Hochul said.

“We are creating new pathways for small businesses while aggressively shutting down illicit shops that threaten public safety and undermine our legal market. Our focus is clear: protect consumers, support legal businesses, and ensure this industry grows the right way.”

The market’s expansion reflects strong engagement from both businesses and consumers. To date, 2,161 adult-use cannabis licenses have been issued statewide, and 610 dispensaries are now operating.

New York has also emphasized equity within the industry. Currently, 56 percent of licenses have been awarded to Social and Economic Equity (SEE) applicants, surpassing statutory goals.

Among these, 57 percent are held by women-owned businesses and 51 percent by minority-owned businesses.

Additionally, 342 Conditional Adult-Use Retail Dispensary (CAURD) licenses have been approved, with 86 percent already in operation.

A $17 million investment announced in the 2026 State of the State aims to further support entrepreneurs from communities disproportionately impacted by past cannabis enforcement.

“New York’s cannabis market is demonstrating that growth and equity are not mutually exclusive. With more than $3 billion in sales, a majority of licenses held by Social and Economic Equity applicants, and a rapidly expanding retail footprint, the State is building a market that is both economically viable and intentionally inclusive," said Acting Executive Director John Kagia.

"These outcomes reflect a deliberate approach to ensuring long-term stability, accountability, and opportunity across the industry as we continue to strengthen the market and expand access in the years ahead.”

The legislation has also advanced criminal justice reform, with over 400,000 marijuana-related convictions eligible for expungement and more than 200,000 already sealed.

At the same time, enforcement efforts have intensified, resulting in thousands of actions against illegal operations, over $20 million in seized illicit cannabis, and hundreds of unauthorized storefront closures statewide.
