New York cannabis farmers face relief fund uncertainty

New York's licensed cannabis growers, already struggling after a rocky industry rollout, are facing a potential blow as the possibility of a relief fund in the 2024 state budget dwindles.

Last month, both the Senate and Assembly proposed financial assistance for farmers. The Senate version offered a more generous $128 million package including grants, loans, and tax credits, while the Assembly proposed $80 million in grants and loans.

However, recent developments suggest these plans might be scrapped. Sources close to budget negotiations reported a lack of discussion on the cannabis relief fund during a recent meeting between the Senate, Assembly, and Governor Hochul's office. This silence has industry representatives worried.

Assemblywoman Donna Lupardo, chair of the Agriculture Committee, acknowledged the rumors but remains hopeful. "We must continue advocating for this critical relief," she stated, emphasizing the importance of supporting farmers for a successful 2024 growing season.

The Cannabis Farmers Alliance, representing these struggling businesses, expressed their deep concern. In a letter to Governor Hochul, the Alliance's acting president, Joseph Calderone, warned of a potential industry collapse without immediate intervention. He highlighted the financial strain on farmers, with 97% reportedly operating at a loss.

Licensed cultivator Justin Merkel echoed these concerns, calling the lack of support a "terrible injustice." He emphasized the crucial role farmers played in establishing the industry and the added difficulties faced by those in the Finger Lakes region due to delayed retail dispensary openings.

Tessa Williams, another farmer, expressed confusion about the lack of engagement from the Governor's office regarding efforts to save the industry. She fears the illicit market will exploit this situation, jeopardizing all their agricultural efforts.

With the final budget negotiations underway, the fate of New York's cannabis farmers remains uncertain. Whether they receive the financial support needed to survive and thrive is a question left unanswered.
