New York Approves $340M for Water Infrastructure Upgrades

Governor Kathy Hochul has announced the approval of $340 million in financial support through the Environmental Facilities Corporation (EFC) to enhance water infrastructure projects across New York State.

This funding will provide municipalities with low-cost financing and previously announced grants, expediting essential upgrades to water and sewer systems.

These investments aim to ensure cleaner water, environmental protection, and economic benefits while minimizing the financial burden on local taxpayers.

“New York State is continuing its historic investments in clean water infrastructure because every New Yorker deserves access to safe, affordable drinking water,” said Governor Hochul. “This is not just an investment in our pipes and treatment plants; it is an investment in the health, well-being, and future of our communities.”

The funding includes $250 million in subsidized financing for three significant drinking water initiatives in New York City. Among them, the Kensico-Eastview Connection project has secured a $100 million loan for a major tunneling effort aimed at improving water supply flexibility for over nine million residents in New York City and Westchester County.

Grants from the Clean Water and Drinking Water State Revolving Funds-comprising both state and federal contributions-have also been approved.

This includes over $22 million in previously announced grants through the Water Infrastructure Improvement Program, ensuring critical improvements move forward efficiently.

Regional Project Highlights:

  • Central New York: Oswego will receive $4.4 million in financing for wastewater treatment upgrades.
  • Finger Lakes: Bethany has secured $5 million for a new water district benefiting 1,000 residents.
  • Mohawk Valley: The region’s water authority will use $3 million to expand drinking water transmission mains.
  • North Country: Canton, Clifton, and Theresa will receive funding for wastewater treatment improvements.
  • Western New York: Multiple towns, including Chautauqua and Concord, will receive grants and financing for sewer projects.

Additionally, EFC’s Board approved over $35 million in long-term financing for completed projects to ensure affordability.

This funding supports sewer and water improvements in Albany, Oneonta, and Wellsville, further reinforcing the state’s commitment to sustainable infrastructure.
