Nourish New York - concerns amid program changes

New York's Nourish New York program, designed to connect food banks with in-state farmers, is facing concerns about application processes, funding allocation, and overall effectiveness. Lawmakers are questioning the program's recent shift from a flexible, pandemic-era initiative to a statutory program with stricter regulations.

While Commissioner Ball defends the program's functionality and collaboration between the Department of Agriculture and Markets and the Department of Health, some local food pantries report difficulties navigating the new application process and intermediary roles of regional food banks.

Concerns also surround the program's documentation and administrative costs, highlighted in a recent audit. Additionally, the proposed flat funding of $50 million this year raises questions about its long-term sustainability.

Beyond Nourish New York, the state's agricultural landscape faces other challenges. Lawmakers expressed concerns about the potential impact of solar energy development on farmland, particularly on prime agricultural soils. Balancing renewable energy goals with food security is a key issue, with Ball emphasizing the need for thoughtful planning and minimizing solar's impact on productive land.

Furthermore, the recent ban on neonicotinoid seed treatments necessitates research into alternative strategies. The proposed $2.5 million funding for studying alternatives and the $5 million for Cornell University's hemp research as animal feed demonstrate efforts to support farmers in adapting to changing regulations and exploring new possibilities.
