Governor Hochul boosts water systems with $428M funding

Governor Kathy Hochul has announced that the Environmental Facilities Corporation (EFC) Board of Directors has approved over $428 million in financial aid for water infrastructure improvements throughout New York State.

This funding enables municipalities to access low-cost financing and grants for critical water and sewer infrastructure projects, including the removal of emerging contaminants from drinking water and upgrades to outdated systems.

“Properly functioning water systems are crucial to New Yorkers’ quality of life – from the water flowing from taps to the numerous lakes and streams that provide amazing recreational opportunities,” Governor Hochul said. “These grants and low-interest loans help protect public health and the environment, reduce pressure on communities to raise funds quickly for essential upgrades, and minimize the financial impact of these crucial projects on local ratepayers.”

The approved funding comes from the Clean Water and Drinking Water State Revolving Funds, a combination of federal and state resources.

These funds provide below-market-rate financing, reducing costs for communities undertaking essential sewer and wastewater projects.

EFC also administers federal funds from the Bipartisan Infrastructure Law to enhance local water systems.

This investment includes grants announced under the Water Infrastructure Improvement program, leveraging federal and state funding to bolster public health, protect the environment, and stimulate economic growth.

"The $428 million announced today is a significant investment in New York’s communities and environment," said EFC President & CEO Maureen A. Coleman.

Projects benefiting from this funding span various regions, including Central New York, where the Village of Homer received $4 million for water storage improvements, and Long Island’s Village of Sands Point, which received $5 million for water treatment enhancements.

Other highlights include $24.2 million for Chautauqua County’s sewer expansion and $14.8 million for wastewater treatment in New Windsor.

Additionally, the Board approved over $294 million in long-term financing to refinance completed projects, helping municipalities achieve substantial debt service savings. This move is expected to save local ratepayers approximately $260 million in interest costs.

Through these investments, New York continues its commitment to modernizing water infrastructure, safeguarding public health, and fostering sustainable communities.
