In recognition of Hunger Action Month and Climate Week, Governor Kathy Hochul announced a landmark achievement in New York’s effort to combat food insecurity and reduce climate pollution.
Feeding New York State, the association representing the state’s 10 Feeding America food banks, has collected a record 63 million pounds of food donations through the implementation of the New York State Food Donation and Food Scraps Recycling Law and dedicated state funding.
“As the federal government continues to slash funds for hunger programs nationwide, New York State is proud to support initiatives that provide access to healthy, quality food for those who need it,” Governor Hochul said.
“Through effective legislation and financial support to organizations like Feeding New York State, we are working closely with businesses and institutions helping prevent food from needlessly being thrown away, reducing harmful greenhouse gas pollution, and bolstering food security at a crucial time for New Yorkers."
The Food Donation and Food Scraps Recycling Law reflects New York’s commitment to both environmental stewardship and community well-being. By diverting surplus food away from landfills, the program helps lower greenhouse gas emissions while providing meals to residents facing food insecurity.
Since 2018, the Department of Environmental Conservation (DEC) has awarded $10.8 million through the Environmental Protection Fund (EPF) to Feeding New York State and the 10 regional food banks.
The funding supports staff who work directly with businesses such as grocery stores, colleges, and restaurants to increase donations. It has also financed vehicles and equipment that enhance food pickup and delivery capacity across food pantries, meal centers, and other agencies.
Beyond the food banks, DEC has distributed $4.26 million to 145 emergency food relief organizations (EFROs), enabling them to purchase equipment for cooling and transporting donated products.
This partnership has become a national model for food diversion programs. As of June 2025, Feeding New York State has been receiving over 2.4 million pounds of donations each month, a dramatic rise from the 50,000 to 60,000 pounds collected monthly when the retail recovery initiative began in October 2021. The program previously marked 36 million pounds in September 2024.
