Governor Kathy Hochul has announced that construction is officially underway on a $34 million expansion at Edelweiss Dairy in the Town of Freedom, Cattaraugus County. The project is being launched in response to rising demand from regional dairy processors, including fairlife and Wells Enterprises.
Empire State Development (ESD) is supporting the expansion with a $450,000 Excelsior Jobs Tax Credit, tied to Edelweiss Dairy’s commitments to retaining existing jobs and creating new positions. In addition, ESD, working with the Cattaraugus Industrial Development Agency, approved a reduced-rate loan totaling $8,403,214 through the State Bond Reserve.
“New York’s dairy industry is vital to both our agricultural and economic landscape, supporting thousands of jobs throughout rural communities,” Governor Hochul said. “I am pleased to recognize the funding directed towards this sector, ensuring continued supply of high-quality dairy products and maintaining robust operations and supply chains.”
Founded in 1960, Edelweiss Dairy is a third-generation, family-owned operation run by John Gerard Borer, along with his son, John Michael Borer, and daughter-in-law, Bethany Borer. In addition to the Freedom location, the family operates farms in Arcade and Portageville, making the business a key contributor to the region’s agricultural economy.
“Our family takes pride in our longstanding contribution to this farm. We appreciate the support from Empire State Development, which enables us to fulfill increasing demand for our premium product and prepare for ongoing success,” said General Manager John G. Borer.
The expansion will replace the existing Freedom Farm with a modern facility focused on automation, sustainability, and animal care. Planned improvements include new barns, a high-capacity rotary milking parlor, upgraded electrical systems, and advanced manure and sand separation technology. The multi-phase project is expected to create 25 new jobs with average annual wages of $75,000, while supporting long-term growth and environmental stewardship.
