New Act to Elevate Dairy in SNAP Benefits

The Dairy Nutrition Incentive Program Act of 2025 marks a significant bipartisan effort to enhance the nutritional quality of diets among SNAP participants.

Introduced by Senators Amy Klobuchar and Roger Marshall, along with Representatives Jim Costa and Nick Langworthy, the legislation aims to provide a dollar-for-dollar match for SNAP purchases of dairy products.

This initiative builds on the Healthy Fluid Milk Incentive (HFMI) projects from the 2018 Farm Bill, now expanding to include a broader range of dairy products like whole and reduced-fat milk, cheese, and yogurt.

These efforts address the alarming fact that nearly 90% of Americans do not meet the recommended dairy intake set by federal guidelines.

Endorsing the program, Michael Dykes of the International Dairy Foods Association highlighted the essential health benefits of dairy - “Dairy products like milk, cheese, and yogurt are nutritional powerhouses that promote healthy immune function, hydration, bone health, and lower risk for type 2 diabetes and cardiovascular disease.”

With the support of various dairy associations and food policy organizations, the act is poised to make dairy products more accessible to millions of Americans, significantly impacting public health and supporting domestic agriculture.

This initiative also strengthens the role of SNAP in ensuring food security and nutritional health across the nation.
