Is New York State's New Programs a Waste of Money?


New York State is taking proactive steps to ensure that low-income families, Veterans, Servicemembers, and older adults have access to fresh, healthy foods through a range of programs. Spearheaded by the Department of Agriculture and Markets, these initiatives aim to bridge the gap between local farmers and consumers while strengthening the state's agricultural industry.

With over 700 farmers' markets, farm stands, and mobile markets participating in programs like the Farmers' Market Nutrition Program (FMNP) and FreshConnect Checks, communities across the state can enjoy an abundance of homegrown, nutritious foods.

Commissioner Richard A. Ball emphasizes the importance of connecting consumers with locally produced, farm-fresh foods, recognizing the positive impact they have on health and well-being. The FreshConnect Checks and Farmer’s Market Nutrition Program enable eligible individuals to purchase delicious, local foods that nourish and sustain them.

By increasing their sales at farmer’s markets, farm stands, and mobile markets, local producers are supported by the Farmers' Market Nutrition Program (FMNP). It empowers consumers who qualify with coupons to be redeemed for fresh fruits and vegetables. Eligible individuals include low-income older adults aged 60 years or older and those enrolled in the Women, Infants, and Children (WIC) program.

Governor Kathy Hochul's FreshConnect Fresh2You initiative further supports these efforts by doubling the buying power of SNAP recipients at participating farmers' markets. This dollar-for-dollar match of up to $50 per day enables families in need to access a wider range of healthy food options, including produce, dairy, and meats.

The long-standing FreshConnect Checks Program, administered by the Department, promotes economic development by expanding fresh food access in underserved communities. By allowing the purchase of dairy products, meats, and more, this program supports local producers across New York State.

Farmers' markets play a vital role in New York's local food supply chains, enhancing access to and consumption of locally grown foods while facilitating direct farmer-to-consumer transactions. These venues, which include over 400 farmer’s markets, 250 farm stands, and 10 mobile market operators, satisfy the growing customer demand for farm-fresh items that are affordable, convenient, and fresh.

The Department of Agriculture and Markets, Department of Health, Office for the Ageing, and Office of Temporary Disability Assistance work together to implement a few programs that assist low-income families, senior citizens, and veterans in gaining access to fresh, wholesome foods at participating markets.

By championing these programs, New York State is promoting food security, supporting local producers, and fostering stronger, healthier communities.
